It's a tool, much like a tool for cutting metal pipes. A small circular blade is pushed deeper and deeper in the cut you make on the tube by rotating it in the tool. You can then snap it off after a deep enough cut. Finally, you sand the edges with abrasive so that you don't damage your o'rings when inserting the tube in a fitting.
