You don't need 32Gb of RAM for CS5. I run CS5 Master Suite on my 16Gb Mac perfectly fine. And it's 4 years old. 16Gb of RAM, a quad core i7 @ 2.4Ghz. You could even get away with an R9 270 and save a few more pennies. You would benefit quite a bit from an SSD if he is going to be running Premiere at all.
