I've got a bunch on my 7970's/NB/SB/VReg and i never really did a comparison of any sort. But i can tell you that my cards are really cool after being on for 6h under no load... with the room temp being 20 Celsius.

7970's are usualy around 24 Celsius according to GPUZ across all the thermal sensors, and my motherboard's VReg around 33 Celsius (on stock voltages no OC w/ water cooling).

is the plastic film supposed to be somewhat like the standard thermal pads? i swear mines looks like they fused with the pad :S. so far i've decide to play safe and not use them instead of causing damage to the componants

Yes, unlike silicon pads tape peals like old scab with pieces flesh, but pads work like a charm. I have use then in two builds and will use in Mocha.
